Key facts only, trimmed to fit; each card's page has the full wording, sources and checked dates. "Sites" is the issuer's own claim. "Not published" means we couldn't find the figure on the issuer's public pages. "Unverified" values are partly confirmed; see the card page for why.

Where can you fill up?

Portugal's fleet cards come from the Iberian oil brands (Galp, PRIO, Repsol's Solred, Moeve and bp), with Radius One as the main multi-brand option. Prices are in euro. Most Portuguese issuers don't publish card fees, so only PRIO and Moeve's taxi card are listed as cards.

  1. Galp

    • Galp

Galp Frota (Business, Corporate, Profissional): 1,200 to 1,400 stations (Galp's pages differ), across Portugal and Spain, with the PIN valid throughout Iberia. Galp Business (discount-only, no minimum fleet): 6 c/L off standard fuels and LPG and 10 c/L off Evologic on the mainland, capped at 100 L a day and 800 L a month; 5 and 8 c/L in Madeira and the Azores. Galp Corporate is a credit card for fleets using more than 9,000 L a year. Card fees aren't published: Galp's terms allow an annual per-card fee, and Companeo (third-party estimate) puts it at €1–3 per card a month. A hybrid EV card covers Galp and Mobi.E chargers, with 25% off Galp charging until 31 Dec 2026. Invoices are net of VAT.123

Cards: None listed: Galp doesn't publish card fees.

  2. PRIO

    • PRIO

PRIO: 250+ stations, or 300+ after buying 55 Q8 sites (PRIO's pages differ), mainland Portugal only. The card is free, with no joining or annual fees; up to 11.5 c/L off PRIO's reference price, or a weekly net diesel price; 4% service fee (minimum €0.01) on tolls and parking. Credit or prepaid. The PRIO Electric card works on MOBI.E. A 2020 deal let Prio cards be used for standard fuels at Shell stations; that may be outdated.456

    Cards: Prio Card (Prio Frota)

  3. Repsol (Solred)

    • Repsol

Solred Clássico works in Portugal and Spain: about 500 Portuguese stations, according to reseller OneCard. Fees aren't published (a 2022 association offer of 'free, no annual fee' is outdated), and discounts are negotiated by volume.78

Cards: None listed: Solred doesn't publish Portuguese card fees.

  4. Moeve (formerly Cepsa)

    • Moeve

Moeve (Cepsa's new name; its StarRessa cards were rebranded): 1,800 stations in its network and 12,000 in Europe. StarRessa Frotas is a credit card for small fleets; StarRessa Direct gives up to 9 c/L on a progressive scale; the Taxi card is free with 3 c/L off; Eurotrafic covers 18 European countries plus Morocco, tolls included. Fees for cards other than Taxi aren't published. Monthly invoice.9101112

Cards: Moeve Cartão Taxi (formerly StarRessa Taxi)

  5. bp and Routex

    • bp
    • Aral (Routex)

bp Plus and bp+Aral: about 470 or 500+ stations in Portugal (bp's pages differ); bp+Aral reaches 24,000+ stations in 32 countries through Routex. Fees not published.1314

Cards: None listed: bp doesn't publish Portuguese card fees.

Cross-refuelling in short

Galp, Repsol, Moeve and bp are single-brand Iberian families, and most of their cards also work in Spain. Radius One is the main multi-brand card: 520+ stations including Moeve, PRIO and Shell, with a fixed weekly price or a direct discount (fees not published). Abroad, bp+Aral (Routex) and Moeve Eurotrafic go furthest. UTA counts 115+ Portuguese stations; DKV gives no Portuguese count, and Portugal isn't in Eurowag's Prime network. We haven't yet checked supermarket (Intermarché, Auchan, Continente, Pingo Doce) or other card offers. Tax (check current rules with the Autoridade Tributária): VAT (IVA) on diesel, LPG, natural gas and biofuels is 50% deductible, and on petrol not at all; it's 100% deductible for vehicles over 3,500 kg, heavy passenger vehicles and licensed transport. Licensed hauliers can claim a partial ISP refund on professional diesel (gasóleo profissional).151617
