Key facts only, trimmed to fit; each card's page has the full wording, sources and checked dates. "Sites" is the issuer's own claim. "Not published" means we couldn't find the figure on the issuer's public pages. "Unverified" values are partly confirmed; see the card page for why.

Where can you fill up?

Most US fleet cards ride one of a few closed-loop networks (WEX, U.S. Bank Voyager, Corpay Fuelman). Truck-stop chains run their own networks, and fintech cards use the Visa and Mastercard rails.

  1. Universal closed-loop networks

    • WEX
    • U.S. Bank Voyager
    • Fuelman

WEX: 'almost 95% of U.S. fuel stations'. Voyager: 'more than 320,000' fuel, truck stop, EV, maintenance and service locations (sold through resellers, so no Voyager card is listed: fees vary). Fuelman: 60,000+ stations, split into brands where it is 'accepted at all branded locations' and brands where only participating sites take it. Shell is not on Fuelman's lists.124

Cards: WEX Fleet Card, Fuelman Mixed Fleet (Basic / Pro / Enterprise)

  2. Brand cards (mostly issued by WEX Bank)

    • Shell
    • Exxon/Mobil
    • Circle K
    • bp / Amoco
    • Brand-only
    • Universal

Brands sell a brand-only card plus a 'Universal' or 'Flex' version on the WEX network. Shell Card Business: Shell only; Flex: about 95%. ExxonMobil: nearly 12,000 Exxon and Mobil stations, or 95% of US retail stations with 'additional fees'. Circle K Pro Fleet: Circle K only; Pro Universal adds 95% through WEX. bp's earnify fleet card (WEX and Mastercard): 95% of stations, rebates only at bp, Amoco, Thorntons, TA, Petro and TA Express.71615

Cards: Shell Card Business, Shell Card Business Flex, Circle K Pro Fleet Card

  3. Truck-stop networks

    • Comdata
    • EFS / Fleet One
    • Pilot Axle
    • Love's

Comdata: 6,000+ truck stops incl. Love's, Pilot/Flying J and TA/Petro. Exxon and Mobil stations now take EFS, Fleet One and Comdata. TA-Petro fuel desks take Comdata, EFS, FleetONE, Voyager, WEX and others. Chain cards are narrowest: Pilot's Axle card at Pilot, Flying J and One9 only (950+ in the US and Canada); Love's Express Card at 600+ Love's.57891011

Cards: Comdata Simple Saver, TCS Fuel Card, Love's Express Card

  4. Visa and Mastercard rails

    • Visa
    • Mastercard

These work wherever the card network is accepted; discounts apply only at partner stations. Visa is the only credit card network Costco gas stations take.181912

Cards: Coast Fleet Card, AtoB Unlimited (prepaid), RoadFlex Unlimited (prepaid) / Prestige, Mudflap Fuel Card, AtoB Flex

WEX row includes brand Universal/Flex cards. Visa: Coast, AtoB Unlimited, RoadFlex, Mudflap. Mastercard: AtoB Flex, earnify, Comdata Mastercard. Comdata and EFS rows are their proprietary cards. Visa and Mastercard rows assume the station takes that card network; truck lanes can differ. 'No' for Pilot Axle and Love's means the issuer lists only its own locations. Fuelman's 'Partial' means only participating sites (7-Eleven, BP/Amoco); Speedway is listed in full. Circle K: WEX lists it; Fuelman participating only.

Cross-refuelling in short

The three closed-loop networks overlap more than they differ: WEX, Voyager and Fuelman each reach most majors and truck stops. The differences are at the edges: Shell isn't on Fuelman's lists, while Walmart, Sam's and Buc-ee's appear on Fuelman's list only. Rebates also apply in different places. Brand cards come as brand-only or as a Universal version on WEX, often with a fee outside the brand. Truck-stop chain cards are the narrowest, but truck-stop fuel desks also take Comdata, EFS, WEX and Voyager. For warehouse clubs, a Visa fleet card is the safe choice.1248

Which card for which fleet

  • Mixed light-duty fleets A WEX-network Universal card (brand or WEX's own) or Voyager covers most stations; a Visa fleet card fills the Costco gap.
  • Walmart, Sam's Club, Buc-ee's, Texas and the Southeast Fuelman is the only closed-loop network that lists these chains (rebates may not apply there).
  • Over-the-road trucking Comdata or EFS cover the major truck-stop chains; a Pilot Axle or Love's card only makes sense if you mostly fuel at that chain.
  • Cross-border (Canada/Mexico) Voyager Mastercard, EFS and Comdata are the options most often cited for Canada and Mexico; we haven't confirmed this on issuer pages yet.
